Ed is the Deputy Inspector and I believe is Clarke's Administrative Officer, sort of like a Chief of Staff. He was first appointed by Clarke as State Liasion Officer to Madison as a Capt. The thing that cracks me up about Ed (Bailey) is when he was a deputy and Sergeant he was really a union guy all the way. Now he can't stand the union from which he came. In fact in a conversation with him a few months ago. I believe I said to him "You were once a union guy" What followed was "That F _ _ kin union is good for one thing that is maintaining a contract and thats it. After that they are nothing." Quite bitter. Of course there is no working realationship with the union and front office. A real shame that the olive branch that Clarke extended when reelected is not there. Kim and Sylvia are the PIO and Sylvia works in that office as a P.R. Facilitator, Oh and I think she crashed the sheriffs car once while at home during duty. Kim Brooks, PIO, is just doing her job as the mouthpiece of the department. Nice lady, good pay. Much like Annie Schwartz of MPD. Thats all. Bill, Ed, Kim, and Sylvia should treat you with respect. A PIO and a SGT. But Ed... there's a lot of them on this department, from deputy to DI. The majority of the force is Dedicated and Respectful..We love our job.
