Sheriff David Clarke Policing Penmanship

5pointclarkestar.jpgHere’s a scoop you’ll find amusing.

Taxpayers are having their money wasted on Internal Affairs cases being generated for Jail personnel’s legal signatures.

Sheriff Clarke wants to force his deputies to make their legal signatures legible, and anyone who they think is not legible is being referred to internal affairs. This is not a choice being given to the Captain’s, they have been ordered to find/start 5 cases every week.

One would think that Milwaukee County’s top ranked law enforcement officer would find better things do with with his time and with taxpayer money. Looking back on my days in catholic grade school, Sister Mary Agnes would have handled poor penmanship with a flick of the ruler. I guess this is Clarke’s very expensive version of the ruler.

How will his beloved Republican followers answer this colossal waste?

  1. mkelover:

So you’d prefer that inmate release paperwork be signed by deputies whose names you can’t even make out? This is all about accountability, and evidently you could care less about it. You’d much prefer personally going after Clarke once again because you just cannot get around your vitriolic hatred of the man. So let’s say an inmate gets released who should not have been…and on the release paperwork you can’t make out the signature of the deputy who allowed him/her to leave…how do you handle that?

  2. Jim McGuigan:

Change the requirement from signatures to printed last names with badge numbers. It’s simple.

  3. Deputy Insider:

WE USE BADGE NUMBERS! that is why this signature policy is crap.

  4. FedUp:

Again, cluelessness shines through! When an inmate is released, his booking number must be killed in the mainframe. In order to do so, the release officer must enter their department ID number. When you view the release screen of an out-of-custody inmate, the releasing officer’s name is prominently displayed, along with the date, time and reason for release. A little ignorance is a dangerous thing, mkelover!

  5. Dep Anony:

It’s not about personal attacks but about ridiculous and frivilous internal investigations that waste taxpayer money. 99.9% of Deputies also include their assigned badge number with any signature. Check the budget for the(PRB)Personnel Review Board and see how all of the Sheriff’s Office Interanl Affairs cases(for everything) have caused them to max out or exceed their budget. There is a difference between accountability and harassment/hostile work environment. This Sheriff is making good officers not care. There is no Circle of trust only a Circle of attacks as deputies are in the middle getting it from all sides.

  6. FedUp:

BooYah! Dep. Anonymous, Right On! Morale in the Department under Clarke has gone from “Stand and Deliver” to “Duck and Cover!” Was anyone aware that Clarke actually stole his motto from Zig Zigler, but only used part of Zigler’s quote? The actual expression is “Expect the best, but prepare for the worst.” Under Clarke you can always expect the worst, so you had better prepare for it.

  7. mooover:

    Ok,
That is just plain crazy. Milwaukee is in a state of crisis in multiple areas. Put a badger number next to the signature and move on. It pisses me off thinking even $1 of my tax money would go to something like this. Truly taxation without representation. It also seems to be a smoke screen when he should be working on better things. Good Gravy.

  8. FedUp:

Badger? Badger? We don’ need no steenking badgers!”

  9. Michael:

I think Clarkes slogan is ‘Expect the Best, Get the Wurst’ On all reports, citations, and other documents the officers printed name, badge #, and other identifiable implements are in place. This just another case of the Sheriff having nothing better to do. Fed Up and Annoy, Right On.

  10. mooover:

Oophs! spell check for me. Badge number versus badger. I guess I’m in trouble with Clarke. ahahah.

  11. Not Safe in Milwaukee:

If Milwaukee deputies would be able to keep dangerous prisoners in jail and not let them out onto Milwaukee’s streets(i.e., do their job), then maybe these policies would not have to be put in place. I bet if you asked Sheriff Clark he does not enjoy having to babysit and put in place these policies. Maybe if the deputies would take responsibilty and accountability then this might not happen?? It seems like the deputies do more complaining than keeping Milwaukee safe??

  12. DepAnony:

People like Not Safe are real winners, you know. Deputies in the Jail and elsewhere put their lives on the line daily so you can make your ill-informed anti-Deputy comments. The Jail is a 27/7 365 facility that deals with hundreds of thousands of inmates a year if not more. Deputies are human beings nad are bound to make mistakes. Especially when you have a do more with less mentality of the Sheriff and the taxpayers that voted him in. Proper staffing and equipment play a big role in this too. We have a lot less Deputies today to do the same if not more than in the past. When you work for a tyrant who reacts to mistakes with predetermined guilt (regardless of the facts) like he’s dealing with unwanted step children, you are going to get complaining. Most deputies did this job because they wanted to, now all I hear and see is Deputies counting down the days to retirement or looking to leave to a BETTER department. Those that have been able to leave are much happier with their new jobs, where all these petty games are not played and they are once again given the respect and dignity they deserve in doing a thankless job, espeicially from people like you.

  13. Michael:

Clarke is probably violating the 4th Admendment with this policy. The deputies and Correctional Officers do, do their job. And are treated like 6th graders by their superiors. It all comes down to leadership. If Clarke and his command staff would become true leaders these ‘problems’ would be eliminated. One escape in how many years? The last was when the guy cut out the window. A mistaken relese of a small time criminal? The deputies and correctional officers do their jobs in the professional manners that they are. Unfortunately in Clarkes Sheriffs Department they are damned if they do and damned if they don’t. Clarke and his command staff do nothing to encourage good work from thosee underneath them. The majority of the deputies are proud of the jobs they do but are under the cloud that they may be doing the wrong thing. An additude prolificated by the Command Staff. A comment was made the other day to me by a deputy: “Even the ones (deputies) that know the job and do it well are uncertain as to what might happen to them” This problem lies within the command staff. Sure your going to belly ache about stuff, thats the nature. No one likes the boss, but with a good leadership and encouragement from the commanders morale goes up and the job performance is better. Your subodinates make the department what it is and make you look good. In Clarkes world he detests the deputies and does nothing to close the gap. Of course when your ego and arrogance take over its hard.

  14. Michael:

Its interesting that citizens like mkelover and Not Safe have this askewed view of the sheriffs department. They are only supporting Clarke and not those that really keep them safe, that being the rank and file deputies. Those are the exact people that are looking for brighter pastures. Why? No support but continual ridicule from the Sheriff and his command staff. If Clarke would have stayed with his original concept that he and the deputies would work together to implement programs etc. But no. He started by hating the deputies by them entering the ‘No Confidence’ that alone should hold some creedence. He (Clarke) never did a thing to mend the fences, although he extended the olive branch in the last election, but once again did not do a thing. Heard that in the next leadership meeting that Clarke does is to get the morale up in the department. Lets see, I think I hear the majority of the deputies saying “Only if Clarke resigns”

  15. exdeputyoutsider:

Let me tell you people something. One of the best days in my life, was when I left that Department. And I’ve had alot of good days. The only good thing that came from that job was the friends I made and still keep in touch with. When I left and went to my new department, they could not beleive the stories I told them on how we “Deputies” were treated. They could not believe the stories, the harassment. They all wondered how did the department function. Well I dont think it does. My feeling is if a major incident happened here in Milwaukee. King David would not know how to handle it. I think the rest of his command staff would wait for any decision to come from Clarke to avoid the percussion and to old OPS case and what else may happen.

  16. Michael:

Right on exdeputyoutsider. Milwaukee Police are questioning right now where there contacts are with the Sheriffs Dept. Lets say the MPD would go on strike, a long shot, but they could like they did in 1980 or 81. Clarke would be at stand still. When that happened Sheriff Klamm had deputies on the street within a couple of hours. A major incident, the sheriffs department rank and file would be the ones to look to. Clarke and his Command Staff would not function. Remember Clarke is a has been in the county. Leaders want nothing to do with him and politically he’s dead in the water. Sure he makes a good speaker at the Blue and Gold dinner, but as an agent in serving the public he’s not there. Unfortunately he’ll remain at sheriff for as long as he wants. Cutting the department as he and Walker see fit and not enhancing the safety for the public good. And thats a shame.

  17. JustABuddy:

I know a few of the guys pretty well, and I hear nothing but complaints about Clark. The sad thing is that the whole election process is totally broken. VERY qualified people have expressed that they are too afraid to run against Clark in the next election due to retribution. Someone needs to step up, but no one under his command would dare. Oh, the stories… this isn’t your average Dilbert-esqe manager-type case here - this guy has no business being in command. I hope for the sake of the guys with the county that someone good runs against Clark. Won’t hold my breath though.

  18. exdeputyoutsider:

hey, mabey I will run against Clarke. I dont have to worry about any retribution. Lets see, I could bring up is past DV arrest along with the Police Aid he use to do the hanky panky with. Oh, theres alot more I can dig up on this guy. Lets see how King David reacts to that. Whats he going to do to me. OPS case, go on TV and tell the community that its all a lie. I think not. This guy needs to get out. And soon………………………

  19. gottagonow:

Since nothing new since this one has come up - I figured I would add this to the huge fire that Clarke has built.

In response to Milwaukee County Sheriff David Clarke’s statements on the state’s eighth-grade writing results (”Education gap is a real tragedy,” April 13 Crossroads):

I ask anyone to answer why on God’s Green Earth does David Clarke care about the writing results of eighth graders when Milwaukee has been named te Murderous Capitol of the Nation and Milwaukee is part of the State which was just named #1 for drunk driving. My comment is who gives a rats ass about how eighth graders writing results are when, the crime rate is at an all time high. Oh I forgot, Clarke only sits in his office when it is benefitical to himself. And not that I am backing Clarke, but I also do believe his 2nd in command Puppet Kevin Carr has a lot to do with the bull that the Sheriffs Dept is going through.

And last item on my soapbox is I just recently heard that Deputy Inspector Edward Bailey 4th In Command under the Sheriff, gets a kick out of watching the deputies faces at the very second when the deputy is told he or she is being fired. If that isn’t the sickest SOB around I dont know what is.

Save us all and please step up and stand proud of this county and support your Deputies — Since they will be the ones coming to your aid if your in a car accidet or need the police for any other issues — I guarantee you won’t be seeing Clarke.

  20. Michael:

Why isn’t Clarkes Frank Jude case hitting the media ? You know, where he just suspended a Captain and 3 deputies with pay pending termination. The one where the deputies were doing their job at Rosies Water Works by request of the employees. The one where the deputy broke his hand. The one where MPD arrested the guy. The one where the D.A. did not issue charges. The one that Clarke told everyone this is of Jude proportions. Just asking.

  21. gottagonow:

Well Michael your a little off — It was 1 Captain and 1 Deputy that are on pay pending termination, for that item.

  22. Michael:

Whatever, but Frank Jude Proportions. This should be all over the press. This shows that this guy (Clarke) is certifiably nuts. Its a shame that said captain has a target on his back. He better have the guts to do the right thing and you know what that is.

  23. Michael:

I think I nailed who really messed the MCSD. Sheriff Lev Baldwin. He disappered like a thief in the night when all he had to do was announce his not running for reelection, run out the last year as sheriff. Then take his drop back and move to Pewaukee. Leaving an actual election and McCallum would have no say so. Just a thought.

  24. Deputy Insider:

what clarke is doing is called UNION BUSTING. Fire everyone that does anything wrong and force the union to pay the fees to fight for the jobs. Effectively busting the unions savings and breaking the union. Asking for a million and GETTING IT to fight the union in court after being scolded for violating the union contract. Why don’t the citizens care about paying a million dollars for clarke to fight judgments he’s lost TWICE already? I guess the taxpayers like forking over that kind of money. Way to go all you misinformed puppets.

  25. exdeputyoutsider:

If this Deputy and I believe there was a Sgt involved too. Why have they not charged them with a crime. I thought forsure Clarke would go for that also. It a shame that you are paid to a job, took an oath also, then when you do your job you have to worry about all the bullshit. This is just another way Clarke can mess with his staff and rape the county of more money. They should cut his pay for all the waise he has created with all the BS ops cases and his lack of knowledge with all of his civil lawsuits he has lost. Again, I dont know how many times I have said this, Clarke has to go. Its up to us as members of Milwaukee County not to re-elect this no good, double talker, money grubber, low life, stupid ass, want to be cop, dictator, and all around SOB, to another 4 year term. He is going to drive the department into the ground, and take the staff with him.

  26. DepAnony:

Clarke has created a department of his favorites with minimum exceptions to that rule. Patrol is now mostly comprised of SWAT or TEU, both are favorite units of his. He has limited overtime for all EXCEPT his most Fav TEU which I’m told gets as much as they want. He took the Parks patrol away from the other Deputies in the department and has pushed most of his hated “headless nails” into the jail where he can treat them like loathsome children and limit their income. If you are with him, you are golden, if you are against him, look out. Perfect example of the deputy that solicited a prositute using a work computer and plead to a lesser charge of State Misdemeanor Disoderly Conduct and only received a 10 day suspension and trip out of the jail, back to his court, OR the Deputy that brought a prisoner into the jail with a loaded weapon concealed in his pants and that Deputy only received an Employee documentaion in his file. BUT
get a Ordinance violation (1st OWI) and he wants to fire you. Among a plethera of other petty things that he has caused/ given people time off for.
Where is Contessa Brewer and that Baby when you need them?

  27. Michael:

Well its easy, find a good democrat that may have lets say $200,000.00 +. Get the right amount of signatures. Run against him in the 2010 primary as a democrat. Make sure you have a good media connection. Have a set of balls to call out Clarke on what a phony he is. Gaureenteed, November 2010, 243,000 democrat only votes are yours. Don’t be a Bobit or Misko, the department is yours. Once in act like Ed Flynn.

  28. Bill Stocks:

Clarke had the right amount of signatures (if that is meant as a shot against the mayoral race). I was called down to City Hall, because Bobit was challenging many of my signatures that were signed with “Milw.” abbreviated instead of spelled out. Even the Milwaukee Journal didn’t give us a fair shake on that. Could we have done better, yes. Were we sabotaged with an intern that was put on our staff to gather signatures and had given false information that we were at least 2,000 over…yes. Was that person fired….yes! Clarke wasn’t meant to be mayor in that race, but it was handled unfairly. In the end it has fueled more hatred for the man than anyone deserves, regardless of mistakes.

  29. DEPS WIFE:

I WOULD JUST LIKE TO MAKE A COMMENT. MY HUSBAND RISK HIS LIFE EVERYNIGHT. HE COMES IN CONTACT WITH THE SCUM OF THE EARTH ON A DAILY BASIS. AND HE TREATS EVERYONE WITH RESPECT, NO MATTER HIS OPINION OF THEM PERSONALLY. THAT IS WHAT HE IS EXPECTED TO DO, BY CLARKE AND BY THE CITIZENS OF THE COUNTY.

NOW, I QUESTION WHY CLARKE DOESN’T HOLD HIMSELF TO THE SAME LEVEL OF RESPECT TO PEOPLE. HIS DEPUTIES CARRY THIS DEPARTMENT. THEY STAY BECAUSE AS SOMEONE MENTIONED EARLIER, THEY LOVE WHAT THEY DO. AND ALSO NOONE HAS MENTIONED THAT THE OTHER REASON THEY DON’T LEAVE IS LOSS OF BENEFITS.

BEING IN A LAW ENFORCEMENT DEPARTMENT ISN’T LIKE MOST JOBS WHERE YOU GET HIRED AT A NEW DEPARTMENT AT A PAY RATE THAT REFLECTS YOUR EXPERIENCE, PERSONALITY, LOYALTY, ETC AT YOUR PREVIOUS JOB.
NO, YOU START AT THE BOTTOM OF THAT POLE.
IF IT WEREN’T THAT WAY I KNOW MY HUSBAND AND MANY OTHER DEPUTIES WOULD HAVE LEFT CLARKES DEPARTMENT FOR BETTER JOBS ALONG TIME AGO. IT IS NEWER DEPUTIES WITH MUCH LESS TIME ON THE JOBS THAT HAVE THE FREEDOM TO CHANGE THEIR FUTURE IN THIS LINE OF WORK.

I HAVE SAT BACK KNOWING OF SO MANY ILLEGAL, IMMORAL AND JUST PLAIN HORRIBLE THINGS CLARKE HAS DONE AND IT NEVER HITS THE NEWS OR ANYONE IN THE PUBLIC. WHY IS THIS?

I KNOW THAT HE HAS MANY PEOPLE IN HIS POCKET, BUT STILL THAT DOESN’T MAKE ANY SINCE TO ME THAT IT IS STILL ALL SO HIDDEN.

OH AND I ALSO WANTED TO COMMENT ABOUT THE DEPUTIES WHO SHOULD BE FIRED AND AREN’T. HIRING PROSTITUTES, STEALING UNDERCOVER DUTY CARS TO PICK UP CHICKS AND THEN CRASHING IT, THE LIST GOES ON. THESE DEPUTIES AREN’T EVEN TOUCHED. WHY? BECAUSE THEY ARE CLARKES PUPPETS. THEY HAVE TURNED THEIR BACKS ON THIER FELLOW DEPUTIES TO KISS THE ASS OF A MAN THAT ONLY USES THEM UNTIL HE IS DONE WITH THEM AND WILL EVENTUALLY THROW THEM AWAY ALSO. HOW WILL THEY BE LOOKED AT BY THIER FELLOW DEPUTIES THEN????

OKAY! I AM DONE. I TRY NOT TO RESPOND TO ANYTHING ON THESE SITES AS I FEAR SOMEONE MAY JUST FIGURE OUT WHO I AM AND THEN MY HUSBANDS JOB WOULD BE AT RISK DUE TO THE FEAR OF CLARKES RATH.
